Parliament has approved over Shs8 trillion in supplementary funding for the 2025/2026 financial year to support critical national projects in road infrastructure, health, agriculture, foreign affairs and public service delivery. Presenting the request during a plenary sitting chaired by Speaker Anita Among on Tuesday, 02 December 2025, the Minister of State for Finance (General Duties), Hon. Henry Musasizi, said the expenditures under Supplementary Schedules I, II and III fall within the legally permitted three per cent adjustment of the national budget. The Ministry of Foreign Affairs will also receive Shs3 billion to host the 18th NAM Ministerial Mid-Term Review Meeting.


Opposition Raises Concerns In a minority report, Hon. Ibrahim Ssemujju Nganda (FDC, Kira Municipality) criticized the supplementary schedules, citing their size and recurrence. Ssemujju said many of the requests, particularly for long-running road projects, do not qualify as emergencies. He also demanded a detailed report on Uganda Airlines’ aircraft procurement before approval, citing past concerns such as the Bombardier fleet acquisition. 

The Leader of the Opposition, Hon. Joel Ssenyonyi, questioned the government’s planning, quoting Regulation 18(5) of the Public Finance Management Regulations, which restricts supplementary budgets to unavoidable, unforeseeable and unabsorbable expenditures.
